Import regulations
Rwanda applies the East African Community common external tariff to vehicle imports from outside the bloc. Per Trade.gov, brand-new cars fall into the finished goods category, which carries a standard 35% duty rate calculated on the CIF value. However, two important exemptions exist: electric vehicles are fully exempt from import duties through June 2028 as part of Rwanda's green mobility incentives, and vehicles valued over $60,000 are exempt from duties to support the high-end tourism and business sectors.
Duty and tax structure
Beyond the base tariff, Rwanda levies VAT at 18% applied on the duty-inclusive value, excise duty at varying rates depending on fuel type and engine capacity, a 1.5% infrastructure development levy on CIF value, and a 0.2% environmental levy on goods packaged in plastic. Motor vehicles also incur a registration fee that depends on engine capacity. These charges accumulate on top of duty.
Emission standards and vehicle eligibility
Effective August 2025, Rwanda's Ministry of Environment requires all newly imported vehicles to meet Euro 4 emission standards, with an exception for brand-new cars less than two years old. Since Beyond Autos sells brand-new vehicles, this exemption applies to your purchase. Electric vehicles retain full customs and excise duty exemptions, while hybrids receive reduced rates.
Documentation and clearance
Imports are processed through RRA border posts at Rubavu, Rusizi, Kagitumba, Gatuna, Rusumo, or Akanyaru, or via the Rubavu bonded warehouse. Clearing agents, trained by the Rwanda Revenue Authority, can assist with duty assessment through the One Single Electronic Window system. Verify with the destination's customs authority before shipping — duty rates vary by engine size, fuel type, and buyer category.
